Community Development Block Grant (CDBG)

Community Development Block Grant (CDBG), funded by the U.S. Department of Housing and Urban Development (HUD), supports a wide range of community development activities to build stronger and more resilient communities. As an entitlement grantee, the City of Warner Robins receives an annual allocation of funds which allows us to develop a plan to address priority needs, create suitable living environments, provide decent housing and create economic opportunities, principally for low-to-moderate income persons. Activities may address needs such as infrastructure, economic development projects, public facilities, community centers, housing rehabilitation, public services, clearance/acquisition, code enforcement, homeowner assistance, etc.

The City of Warner Robins receives a direct annual allocation of funding from the Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) program. The Community Development Block Grant Program (CDBG) provides the City of Warner Robins with an avenue of funding to assist a wide range of eligible projects such as housing, public services, public facilities, and infrastructure activities.

Through a strategic planning process, the City of Warner Robins develops a Five-Year Consolidated Plan and Annual Action Plan to identify priority needs, strategies, goals, and objectives to primarily benefit low to moderate-income persons. Activities funded through the CDBG program must aid in the prevention, or elimination of slum and blight, or meet a particular urgent need. Activities must also address the priority needs, goals, objectives, and strategies identified through the City’s Five-Year Consolidated Plan and Annual Action Plans.

The Annual Action Plan is an annual description of the allocated funding and the activities that the city will undertake in the coming year. All activities are expected to meet or exceed the 70% overall program benefit to low and moderate-income citizens.

In FY2023, the City of Warner Robins received an allocation of $566,895. The City was able to fund a variety of housing and public facilities and infrastructure projects. Among the organizations to receive CDBG funding were Rebuilding Together Warner Robins, Habitat for Humanity, and Happy Hour Service Center.

For FY2024, the City of Warner Robins will again pivot back to the core mission of the Department of Housing and Urban Development while prioritizing organizational efficiency and financial responsibility to continue supporting housing as our primary focus.

During the FY2024 application cycle, the City of Warner Robins will be accepting applications for housing and public facility projects.
