The City of Warner Robins will accept sealed bids for the removal & installation of new Signal Poles at the intersection of Russell Pkwy at Wellborn Rd in Warner Robins, Georgia. The Contractor must provide all materials, supervision, technical personnel, labor, machinery, tools, equipment and services to complete the outlined tasks in accordance with the Scope of Work.  (See the attached drawing).

The work to be performed under this contract shall be commenced within ten (10) calendar days after Notice to Proceed is given by the Owner and shall be completed within sixty (60) calendar days thereafter.  Time is of the essence in this Contract, and since damages for delay cannot be definitely ascertained by the parties, it is hereby agreed that as liquidated damages, the Owner shall be entitled to deduct TWO HUNDRED and NO/ 100 ($200.00) DOLLARS from the agreed price for each day the work remains uncompleted after the completion date specified.

All bids must include, but not be limited to, the following:

(a)          Cost.  (Breakdown per attached bid form);
(b)          Complete list of Sub-Contractors;
(c)          Three (3) references comparable to this project, including contact person and telephone number;
(d)          Time of completion; (Please specify if time requirement cannot be met)

The complete signal; installation shall conform to all appropriate parts of the Manual on Uniform Traffic Control Devices (MUTCD), current edition, including subsequent published rulings.

All materials and workmanship shall be in accordance with the Georgia Department of Transportation (GDOT) current standards, supplemental specifications and standard details for traffic signal installation and communications. Bidder must be properly licensed in the State of Georgia.  All potential bidders must be a current Georgia Department of Transportation pre-qualified contractor.

Sealed bids must be received in the Purchasing Office on or before Tuesday, July 17, 2018 at 2:00 p.m. at which time they will be opened and publicly read aloud.  Bid opening will be held in the City Hall Conference Room, City Hall Complex, 700 Watson Boulevard, Warner Robins, Georgia. The City of Warner Robins is not responsible for bids that are not received in the Purchasing Office by the due date and time.  Bids received after this deadline will not be opened or considered in bid evaluation.

The Bid No.: “BT-4145 Signal Poles for Russell Pkwy at Wellborn Rd” and the Contractor’s Name shall be clearly marked on the outside of the envelope.

The successful bidder shall give satisfactory evidence to the City of Warner Robins that he carries Workers' Compensation, in accordance with State Workers’ Compensation Laws, and public liability and property damage insurance in sufficient amounts to ensure adequate coverage of the work, with the following minimum amounts acceptable:

1. Workers’ Compensation & Builders Risk 100%
2. Comprehensive General Liability 1M/3M/50K
3. Comprehensive Vehicle Liability 1M/3M/50K

A Georgia Security and Immigration Compliance Act OCGA §13-10-91 Contractor Affidavit and W-9 Request for Taxpayer Identification Number and Certification is required to be on file for all vendors wishing to do business with the City of Warner Robins.  Qualifying documents for all persons that will be performing covered tasks during this project, including any sub-contractors, must be provided.

The bid will be awarded to the responsive and responsible bidder whose bid will be the most advantageous to the City of Warner Robins, price, availability and other factors considered. The City will make said determination.

The City of Warner Robins reserves the right to reject any or all bids, in whole or in part, to waive formalities, technicalities and to delete any items prior to making the award, whenever it is deemed in the sole opinion of the City of Warner Robins to be in its best interest.
