The City of Warner Robins will receive sealed proposals for all materials, supervision, technical personnel, labor, machinery, tools, equipment and services for upgrades to the electrical power connections for the existing SCADA equipment at Water Treatment Plants No’s 1, 2, 3, 5 and 6.

There will be a Mandatory Pre-Bid Meeting held on Thursday, May 18, 2017 at 10:00 a.m. located in the City Hall Conference Room, 700 Watson Boulevard, Warner Robins, GA. Immediately following the meeting, bidders will be escorted to the water treatment plants for review and discussion of the scope of work. All prospective bidders are required to attend the pre-bid meeting in order to submit a proposal. The City of Warner Robins will not consider a proposal unless a representative of the proposing company attends and signs-in at this meeting.

All proposals must include, but not be limited to, the following information:

Detailed information of work proposed;
Warranty information;
Time for completion;
Cost. (Please break down pricing as much as possible)

Please Note: The attached scope of work provides the “minimum” requirements that are accepted.

All bids must be accompanied by a Bid Bond in the amount not less than five percent (5%) of the total base bid. The successful company will be required to provide Performance and Payment Bond, each in the amount of one hundred percent (100%) of the total contract amount.  Bonds must be written by an acceptable Surety Company licensed to do business in the State of Georgia and listed in the Department of Treasury, Circular 570, latest edition. In addition to the foregoing, the Contractor must provide satisfactory evidence that he has a current active business license and carries Worker’s Compensation in accordance with the State of Georgia Worker’s Compensation Laws, and public liability and property damage insurance in sufficient amounts to ensure adequate coverage of the work:

The Contractor shall hold harmless, indemnify and defend the Owner, its officers, employees or agents, from any and all liability claims, losses or damages herein, but not including the sole negligence of the Owner.

Contractor must supply the City of Warner Robins with the affidavit of compliance as required by (1) O.C.G.A. §13-10-90 et seq, the “Georgia Security and Immigration Compliance Act, and (2) a current W-9 “Request for Taxpayer Identification Number and Certification.” Qualifying documents for all persons that will be performing covered tasks during the construction of this project, including any sub-contractors, must be provided.

Sealed proposals must be received in the Purchasing Office on or before Thursday, May 25, 2017 at 2:00 p.m. (Eastern) at which time they will be opened.  Bid opening will be held in the City Hall Conference Room, City Hall Complex, and 700 Watson Boulevard, Warner Robins, Georgia. The City of Warner Robins is not responsible for proposals that are not received in the Purchasing Office by the due date and time.  Proposals received after this deadline will not be opened or considered in bid evaluation.

The "Bid No.: U-4021 Water Treatment Facilities 2017 Upgrades” shall be clearly marked on the outside of the envelope.

The bid, if awarded will be awarded to the responsible bidder whose proposal will be the most advantageous to the City of Warner Robins, price , availability and other factors considered.                                                             
The City of Warner Robins reserves the right to accept or reject any and all proposals, in whole or in part, to waive formalities, technicalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the City of Warner Robins to be in its best interest.
