The City of Warner Robins will receive sealed proposals for all materials, supervision, technical personnel, labor, machinery, tools, equipment and services to remove the deteriorated roof and make repairs with new materials to the Control Building for Wastewater Treatment Plant No.: 1, located on Perimeter Road northeast of Robins Air Force Base fence line.

There will be a Mandatory Pre-Bid Meeting held on Thursday, April 20th, 2017 at 10:00 a.m. located in the City Hall Conference Room, 700 Watson Boulevard, Warner Robins, GA 31093. All prospective bidders are required to attend the pre-bid meeting in order to submit a proposal. The City of Warner Robins will not consider a proposal unless a representative of the proposing company attends and signs-in at this meeting. After the meeting, bidders will be escorted to the job site for review and discussion of the scope of work.

The following is the scope of work, which provides the “minimum” requirements that are accepted:

Scope of Work:

a. Remove existing roof down to the concrete decking on high section of roof and down to wood decking on lower section.  Any rotted decking shall be removed and replaced with new decking per current standards.

b. All trash shall be hauled from the site in a legal manner.

c. Wood blocking Fascia Board and 2x blocking shall be replaced as needed to replace deteriorated area.

d. All deteriorated plywood soffit and plywood decking shall be removed and replaced.

e. Install 2 inch ISO insulation over decking using only-bond insulation at upper concrete roof section and mechanical fasteners at the lower decking section.

f. Install Johns Manville TPO 60m white membrane or approve equivalent fully adhered over ISO insulation.

g. All laps and seams would be welded using a heat gun.

h. Detail flashing and trim work shall be done according to manufacturer specifications.  (Submit shop for approval to confirm with utility engineer.)

i. Shop fabricated and install eave metal shall go around perimeter of building.

j. Roofing system shall carry a five year workmanship warranty from roofing contractor and a 20 year material membrane warranty from manufacturer.

All proposals must include, but not be limited to, the following information:

Detailed information of work proposed;
Warranty information;
Time for completion;
Cost. (Please break down pricing as much as possible)

At the time of the bid opening the successful bidder shall provide a current business license and give satisfactory evidence to the City of Warner Robins that he carries Workers' Compensation, in accordance with State Worker's Compensation Laws, and public liability and property damage insurance in sufficient amounts to ensure adequate coverage of the work, with the following minimum amounts acceptable:

Worker’s Compensation & Builders Risk (100)%
Comprehensive General Liability 1M/2M/50K
Comprehensive Vehicle Liability 1M/2M/50K  

The Contractor shall hold harmless, indemnify and defend the Owner, its officers, employees or agents, from any and all liability claims, losses or damages herein, but not including the sole negligence of the Owner.

Bidders must supply the City of Warner Robins with the affidavit of compliance as required by (1) O.C.G.A. §13-10-91 et seq, the “Georgia Security and Immigration Compliance Act, and (2) a current W-9 “Request for Taxpayer Identification Number and Certification.”

The Contract, if awarded, will be awarded to the responsible bidder whose bid will be most advantageous to the City of Warner Robins, price and other factors considered.  The City will make said determination.

Sealed proposals must be received in the Purchasing Office on or before Thursday, April 27th, 2017 at 11:00 a.m. at which time they will be opened.  Bid opening will be held in the Purchasing Office, City Hall Complex, 700 Watson Boulevard, Warner Robins, Georgia. The City of Warner Robins is not responsible for proposals that are not received in the Purchasing Office by the due date and time.  Proposals received after this deadline will not be opened or considered in bid evaluation.

The "Bid No.: U-4009 WWTP 1 Roof Replacement" and bidder’s name must be clearly marked on the outside of the envelope.

The City of Warner Robins reserves the right to accept none, all, or any part of the bid and to waive formalities.
